Resort Health & Safety Director – LEGOLAND California Resort
Position Overview:
Are you passionate about creating safe, secure, and sustainable environments? As the Health, Safety, Security, and Environmental (HSSE) Director at LEGOLAND California Resort, you will take the lead in shaping and implementing an industry-leading HSSE program.
To support Resort based business goals by formulating and driving strategies in Health and Safety which eliminate or minimize associated business risks, protect guests, employees and contractors, ensures legal compliance and the adoption of all applicable standards (internal and external), and helps to protect Merlin’s reputation in the marketplace.
To provide expert functional leadership, advice, direction, mentoring and support to the resort senior leadership team, on-site department management teams, and the Health and Safety function, in the proactive identification and effective management of Health and Safety risks, the implementation of robust and progressive Health and Safety policies, standards and programs, and the instigation and maintenance of appropriate governance, assurance, performance monitoring and reporting processes.
Thought-leadership, action planning, risk management programs, departmental collaboration and Health and Safety team activities are expected to occur on a risk prioritized basis, where the greatest focus is placed on the most significant of resort health and safety risks and their effective management, elimination, reduction or mitigation. The maintenance and regular review of the Resort’s Health and Safety Risk Register, Annual Health and Safety Action Plan and Resort/Company Health and Safety business priorities will help shape and influence the necessary risk management programs of work.
Responsible for driving continuous improvement and maintaining Health and Safety as a core value of the overall Resort and departmental teams within. To help foster a positive, proactive and collaborative safety culture which puts ‘Safety First’ and ensures successful risk management, self-monitoring and incremental improvement.
Drives and coordinates programs and activities that ensure adherence to all applicable laws, regulations, policies and standards, whether external or internal, and regularly monitors Resort performance to ensure on-going compliance. Acts as the primary liaison point for external Health and Safety regulatory affairs, enforcement agency communications, inspection bodies activities and relevant industry associations and their associated Health and Safety committees.
As well as driving and overseeing effective Health and Safety programs across the Resort, the post-holder will support business development plans and associated project activities to help ensure their safe design, mobilization and launch. Where such projects are principally led by Merlin Magic Making (MMM) the post-holder will provide on-site support to the relevant MMM teams, as required, and ensure an effective interface with the Resort’s Health and Safety team and associated safety programs
While the day-to-day responsibility for Security and First-Aid/Medical operations resides within Resort Operations, the Health and Safety Director will provide necessary insights and inputs into their effective management and compliance with relevant local laws, Merlin policy/guidance, and associated best practice.
Essential Functions:
- Drive health and safety leadership through line management accountability, teamwork and individual responsibility across the Resort.
- Embed health and safety as a core value to deliver robust health and safety standards, performance and a proactive safety culture.
- Design and implement a robust health and safety strategy program throughout the resort, working closely with resort leadership to ensure consistency with both regional and company health and safety strategies, priorities and goals.
- Foster leadership responsibility and accountability for health and safety standards, promoting a proactive and positive safety culture across all resort departments.
- Recognize, evaluate and control risks to health, safety, and resort reputation, ensuring compliance to applicable laws at both the state and federal level. This includes any and all OSHA regulations.
- Ensure the ongoing and effective management and mitigation of key safety risks.
- Oversee the effective implementation of required control measures and safety procedures to ensure the safe maintenance and operations of company assets for guests, employees and contractors.
- Enable and equip colleagues with the necessary skills, competencies and tools / processes so that their work activities can be performed safely and correctly. Such as but not limited to Fall Protection, Powered Industrial Trucks, Confined Space, Electrical Safety and Lock Out Tag Out procedures.
- Drive and develop health and safety talent and organizational capability within the Resort.
- Ensure effective governance and assurance of health and safety, together with clear performance monitoring and reporting.
Main Responsibilities:
- Executing the development and maintenance of effective health and safety policies, objectives, standards, procedures and guidance to provide a compliant basis for the effective management of health and safety risks across the resort.
- Providing strategic direction, guidance, coaching and development to senior management to enable the resort to own and drive the necessary health and safety programs.
- Evaluating health and safety risks for all resort-based activities and develop control measures to manage and reduce risk. In doing so, ensure that resort leadership / management, and the Health and Safety team, remain fully focussed on the effective management and control of critical safety risks.
- Oversee processes at the resort to ensure compliance with health and safety standards, policies and regulatory requirements. Oversee all necessary monitoring and compliance assurance activities.
- Developing strategies and ideas alongside the resort’s leadership team to reduce incident levels and improve safety performance.
- Providing health and safety leadership and support to the development (design, build and mobilization) of any mandated new ways of operating, ensuring best practices from across Merlin are fully applied.
- Working with the assigned Project Manager, support capital project work so that effective safety risk management measures, processes and controls are adopted on-site. Help ensure suitable and sufficient health and safety considerations throughout a project lifecycle.
- Overseeing the suitable and sufficient design, procurement, installation, commissioning, operation and maintenance of new rides or accommodation offerings across the Resort.
- Developing, leading and motivating an enthusiastic and competent Health and Safety team which is committed to operational excellence and continuous improvement. Including working closely with colleagues at the resort, elsewhere in the Region, at other global attractions / functions. Ensure the Health and Safety team operates within agreed budgetary allowances.
- Drive talent development, building capability and succession plans to ensure a sustainable pipeline of Health and Safety professionals at the resort.
- Providing coaching, guidance and strategic direction to management teams on health and safety.
- Fostering innovation by testing new concepts and best-in-class practices that enhance health and safety performance. In doing so, benchmark regional health and safety practices against other suitable organizations.
- Driving the focus on culture change through the ‘Protecting the Magic’ campaign and initiatives which reinforce the Merlin-wide health and safety vision, strategy and culture.
- Providing necessary insights and inputs into the resort's effective management of Security and First-Aid operations, helping to oversee compliance with relevant local laws, Merlin policy/guidance, and associated best practice.
- Ensuring the provision of all necessary occupational health support services, surveillance monitoring and risk control measures / mitigations.
- Providing relevant and meaningful management information on achievements against prescribed health and safety objectives and agreed KPI’s and to monitor progress against targeted improvements.
- Presenting and reporting upon health and safety performance, issues, trends and concepts at senior leaderships meetings, and other departmental meetings, at the resort.
- As a member of the resort leadership team, actively contribute towards all areas of the business.
- Proactively support and assist the development and execution of Merlin-wide health and safety programs and standards, as required.
- Build and maintain strong relationships with outside governmental agencies, inspection bodies and industry organizations.
- Serve as the expert and advocate for health and safety excellence, representing Merlin within agreed industry forums.
- Network across Merlin’s global regions to share knowledge, best practices and innovations.
- Act as the point of contact and LEGOLAND California corporate representative for General Liability (GL) claims. Coordinates documentation requests, meetings, and other activities as required. Ensures all GL-related records are properly processed and stored.
- Liaise with legal counsel and other partners in administering and processing GL claims, to include reporting claims, evidence collection/storage, and any additional follow-up measures.
- Coordinate with Guest Excellence on complaints and claims-related matters.
